Cook rigatoni in large pot of salted boiling water according to package directions; drain well
Toss cooked rigatoni, oil, Parmesan, Italian seasoning and garlic powder together in large bowl
Coat air fryer basket with olive oil cooking spray and preheat to 350°F
Working in batches, cook rigatoni until golden-brown and crisp, about 10 to 15 minutes
Meanwhile, combine lime juice, chipotle pepper and sour cream in medium bowl. Season with salt and pepper to taste
Serve pasta chips with sour cream mixture for dipping
